US Customs Refund Reaches $100 Billion, Changes in Revenue Flow

As of the end of July, the total amount of customs refunds in the United States has reached $100 billion. In May, the customs refund amount was $21.97 billion, while the collection amount was $21.93 billion. In June, the refund amount increased to $49.18 billion, exceeding the collection amount of $23.63 billion. As a result, the net customs revenue for June turned negative at $25.56 billion. This refund process was initiated after tariffs imposed under the International Emergency Economic Powers Act (IEEPA) were deemed invalid by the U.S. Supreme Court in February 2026. According to ABC News, the administration has executed a cumulative customs refund of $100 billion by the end of July, which exceeds half of the $166 billion in IEEPA tariffs. Reuters reported that the $100 billion includes both the principal and interest of the tariffs. Approximately $29 billion in claims are still under review, and $1.6 billion is pending payment information. Customs refunds also impact fiscal indicators, with the U.S. federal budget deficit expanding to $120 billion in June. There is an ongoing debate about consumer refunds, with Senator Elizabeth Warren demanding that major corporations return the refunds to consumers. The confirmed figures as of the end of July are a cumulative refund of $100 billion and a net customs revenue of negative $25.56 billion for June.
