US Announces New Regulations for Stablecoins
The U.S. Department of the Treasury has published proposed rules for the implementation of the GENIUS Act, which will affect the stablecoin market. The new regulatory draft aims to clarify the licenses that stablecoin issuers must possess and the conditions under which foreign stablecoins can be offered in the U.S. market. Starting from January 18, 2027, organizations wishing to issue stablecoins will be required to hold one of the necessary licenses at the federal or state level. This regulation aims to subject companies issuing stablecoins to specific regulatory standards and to ensure tighter oversight of the market. Additionally, new rules will be established for stablecoins issued outside the U.S. The Treasury Department will clarify the conditions under which foreign-issued payment stablecoins can be offered to U.S. users. From July 18, 2028, digital asset service providers will not be able to offer payment stablecoins that are not issued by licensed issuers to U.S. users. This situation could have significant implications for stablecoins listed on cryptocurrency exchanges. The Treasury Department has stated that the published rules are in the proposal stage and has begun gathering feedback from industry representatives and the public for 60 days.
