Ukraine Accumulates Debt to the EU for Reforms Amounting to €7.35 Billion
The total cost of unmet indicators in Ukraine's Plan related to EU financial support has reached €7.35 billion. For the year 2025, 8 commitments worth €1.93 billion remain unmet, including the reform of the civil service and the regulation of the electricity market. In the first quarter of 2026, 4 indicators worth €2.3 billion are overdue, and in the second quarter of 2026, 7 indicators worth €3.12 billion have not been fulfilled. Experts link the situation to changes in government, which led to the withdrawal of legislative proposals. In the third and fourth quarters of 2026, Ukraine needs to fulfill about 50 indicators, as the number of conditions increased from 146 to 173 after the Plan was revised. All reforms must be completed by the third quarter of 2027. Former Deputy Prime Minister Taras Kachka stated that the delays have objective reasons and Ukraine will receive all the funds.
