Fake Coinbase Advisors, Real Stolen Private Keys: Will This New Law in France Stop the Disaster?
Open sesame. A call displaying the Coinbase support number, a reassuring voice mentioning "suspicious activity," followed by the almost innocuous request to "verify" a 24-word recovery phrase. This scenario has already cost its victims $65 million in two months. On August 11, France is changing its approach to telemarketing. Bloctel is disappearing, replaced by a system where calling an individual for commercial purposes will be prohibited by default. Can a text designed to regulate French call centers even touch networks operating from abroad? Key points of this article: * The reform of telemarketing in France, which replaces Bloctel, has established a system where commercial calls are prohibited by default, aiming to better regulate legitimate calls. * Cryptocurrency scams, often orchestrated from abroad, exploit spoofing and have never complied with legal obligations, rendering the reform ineffective against these sophisticated frauds. Understanding why this reform will change nothing for fraudsters first requires understanding what it really changes. Until now, Bloctel operated on an opt-out principle, voluntary withdrawal: an individual had to register themselves on a list to indicate their refusal to be solicited, a system widely circumvented in practice. Starting August 11, the logic is completely reversed. According to the implementing decree, a professional must obtain explicit, free, and revocable consent before picking up the phone for commercial purposes, with opt-in becoming the rule. The burden of proof now rests on the company, with fines of up to €375,000 per disputed call supporting the change. A real progress for call centers that have a physical presence in France. Much less so for those who have never set foot there. The modus operandi varies little from one victim to another. A call, a text message, or an email announces a suspicious connection or an urgent problem requiring immediate action. The interlocutor, polite and reassuring, presents themselves as a member of the technical support of a well-known exchange, then guides the victim to a fake interface that closely resembles the real one, or directly asks for their recovery phrase to "secure" their funds. No legitimate exchange ever asks for this phrase, neither by phone, nor by email, nor by SMS. These are the 24 words that provide total and irreversible access to a wallet. Once communicated, no technical remedy allows for the cancellation of the subsequent transaction, unlike a refundable credit card with a quick call to the bank. The tone is almost always urgent: an account blocked within minutes, a suspicious transfer to cancel immediately, a window of a few minutes before everything becomes irreversible. This artificial urgency serves one purpose: to prevent the victim from hanging up or thinking. Some scammers even spoof the displayed number of the real customer service, a spoofing technique accessible with consumer tools. One individual alone lost $1.7 million this way. The reform regulates one specific thing, companies that comply, at least on paper, with French law. The networks that steal cryptocurrencies most often operate from abroad, out of reach of French courts, with spoofed numbers that sometimes display a local area code to reassure their target. No prior consent obligation will stop them, as they never asked for any in the first place. This new regime therefore mainly protects against legitimate commercial calls that have become intrusive, not against organized scams that have never had any intention of respecting French law. The best protection remains systematic distrust. Hang up, then call customer service yourself via the number displayed on the official platform's website, never the one left by the caller. Also check the exact address of any link received by SMS before clicking, as malware can hide behind a simple fake login page. In France, fourteen people have been arrested for a network that caused €1.2 million in damages, proof that dismantling remains possible even when the call comes from afar.
