U.S. Will Not Ban Chinese Open-Source Models for Now
The White House stated during a closed-door meeting on August 4 that open-weight models will not be included in the new AI safety review framework. Therefore, Chinese models such as Kimi K3 and DeepSeek do not need to be submitted to the U.S. government for testing before their release. At this stage, the U.S. will not ban these models through the framework. Previously, there had been discussions within the U.S. about whether to restrict Chinese open-weight models, with some officials considering trade blacklists, security warnings, and specific executive orders. Anthropic CEO Dario Amodei advocated that both open and closed models should undergo mandatory safety reviews. NVIDIA, along with Microsoft, Meta, OpenAI, Google, and other companies, issued an open letter urging the government not to impose blanket restrictions on open models, arguing that open weights can reduce costs, enhance competition, and allow companies to deploy models on their own devices. Current results indicate that the open-source advocates have won this round of the safety review debate, but this does not mean that Chinese models have received a permanent exemption; the U.S. may still impose chip, procurement, trade, or intellectual property restrictions on specific companies.
